Joseph B. Fulton was a son of James B. Fulton, who died before 1851, and Rebecca Boltinghouse. James Fulton was a son of Daniel Fulton, born in Virginia, and Mary "Polly" Shacklett, born in Pennsylvania. Polly was a daughter of John Shacklett and Barbara Quick.

Joseph B. Fulton had 3 siblings; Mary, William and James.

Joseph B. Fulton married Margaret Wimp, a daughter of Daniel Wimp and Rachel Welch. Margaret, was the widow of a Mr. Flora. She had two children from that marriage, Daniel and Richard.

In the spring of 1873, Joseph B. Fulton and family traveled from Meade County, Kentucky to Harvey County, Kansas with the James A. Wimp and Blant D. Shacklett families. The Wimp and Shacklett families settled near Patterson in Harvey County and are buried there in Star Cemetery.
